Maybe I found the reason why volunteering is so difficult.  The January/February issue of Mother Jones says, in an article entitled Dawn of the Red, that in May, Rep. Darrell Issa (R-Calif) said that the White House's offer of a volunteer position to then-Rep. Joe Sestak (D-Pa) might be an impeachable offense.

Wouldn't want anyone in the Army to be impeached!
