His history more or less follows anime canon up until his alliance with Team Rocket, at which point things take a darker turn. The Giovanni of his world was a bit more cautious than most. Having seen what Mewtwo did to the labs at New Island, he wanted to do everything he could to ensure that the power which he now commanded couldn't be used against him, and so when he had his new pokemon outfitted with mechanical armor, he had it rigged to a deadman's switch. Unless he deactivated the feedback systems with his remote, any unathorized attempt of psychic powers- or any attempt at all to remove the armor- would result in the victim receiving debilitating levels of voltage right into his skull.

Mewtwo was outraged by this betrayal, but as long as Giovanni continued to exercise his control from a distance, there was little he could do but obey. Finally, after months of this servitude, his chance came. Confident that his living weapon was fully obedient to his will, the Rocket boss made the critical error of calling Mewtwo to Viridian. It took mere moments for the psychic pokemon to turn on his captor, and by the time Giovanni was able to react, it was already too late. The armor's electroshock mechanisms activated full-tilt, but Mewtwo's nearly berserk state was enough to withstand the pain long enough to tear into Giovanni and flee to the forest before blacking out.

Since the escape, he's been constantly on the move, hiding from Team Rocket and living off what he can hunt down, scrounge up, or steal. He's generally friendly enough, if a bit self-conscious, to any wild pokemon he comes across, but tame ones and their trainers are treated with suspicion if they see him at all. His only real long-term goals right now are to avoid causing himself any further injury, to find a way to safely remove that infernal machinery, and to heal as best he can.

All told, the brain damage suffered in the incident wasn't as bad as it could have been, but he's still noticibly impaired. His motor skills and overall cognitive ability are more or less intact, but his short-term memory is sometimes inconsistent, and he's subject to frequent headaches. He's lost his telepathy almost completely, and while he still has access to most other psychic abilities, he can't use them with the armor on without risking further injury.

Human language is a struggle- he can still understand spoken words fairly well, but not with the sort of automatic comprehension that he should have. It takes constant mental effort to 'translate' and he sometimes gets a little lost if the conversation is too long, too complex, or too rapid to keep up with. Pokemon language is easier, but while he still understands it perfectly he's found his speech is embarrassingly disfluent. If he needs to communicate with someone, he'll almost always falls back on sounds, gestures, and/or text rather than anything verbal.
