My weapons and clothing appear to have been stolen, and I am in an unknown location. I am...unable to focus, but I do not think I have been drugged...I will begin a search immediately, though I believe I have already discovered the most likely scenario.

My head...hurts. Why am I unable to think...?

Of course.

There are two authority figures here. The first is the mayor, and the second is Grady, the chief of police. But about a month ago, a series of events occurred that proved that Grady didn't have that much authority here, nor was his power absolute.

To make a long story short, the people of the town rebelled against him, and he sought revenge. But he got punished by his superiors for seeking revenge.

But it is only natural to assume that the chief of police does not have absolute power. Generally, the mayor is the most influential figure in a town, so it would make sense for him to have more power than the police officer. Have you spent all of your effort on Grady? If so, I believe you may have been focusing on the wrong person.
