Should you forgive someone who is not sorry for what they have done?

nobody hurts my friends, gilgamesh isn't so nice, pissed goddess is pissed, upset, isn't sure she should forgive him, wanna punch a gilgy

I am supposed to forgive people when they are sorry for what they have done. But...he is not sorry and...I am very upset. I am not sure what I should do.
