Not sure how up on Agents of Shield you are, but it wouldn't be odd for Phil and Bucky to run into each other at some point..

I'm not 100% up on AoS as my stupid tv box stopped recording it for some reason and I couldn't get it to reset. But I don't mind being caught up or finding out online.

I'm mostly playing him after CA:TWS where he's not sure who he is or what side on.

An easy way might be if Phil and his team are in New Orleans. There's actually a really big and nice World War 2 museum there. Maybe Bucky goes there to see if he can find out more about who he was and Phil gets word of a "weird guy with a metal" arm and goes to investigate?
