I'm really open to anyone making this character their own while building on the basic premise of his personality. The only hard and fast rule is that Kyle has to be incredibly supportive of Jac, and his heart is generally in the right place even if he does put his foot in his mouth a lot. He's a really good guy, though rough around the edges from everything he's been through.
Jac and Kyle were very close growing up, and finding out that his brother is actually his sister didn't change that closeness at all. They both can speak freely to each other about absolutely anything (for Jac, that means lots of TMI body talk, and Kyle doesn't get weirded out or uncomfortable by this at all). They are siblings, so in true sibling form they do get into massive fights sometimes, but there's always that unspoken bond between them. These two love each other more than anything.
Kyle is in the Air Force, though that can change to any other aspect of the military if you want it to. He is currently serving in Afghanistan. He chose this life for himself after high school, much to his family's eternal chagrin. He's always been popular and well-liked - he makes friends easily, is very confident, and has an air of recklessness about him, which drives Jac crazy because she constantly worries about his safety. Kyle actually thrives off a sense of danger. He doesn't scare easily, he's quite noble, and he has no problems getting into fights if he sees someone being an asshole to someone else. (Though truthfully, he'll get into a fight over almost anything, just because it makes him feel alive. He isn't cruel, though, and he never goes overboard. Fighting is something of a hobby to him.)
Despite his exterior confidence, he obviously has problems. His parents put a lot of pressure on him to uphold the family name after having so many problems with Jac, and part of the reason he left was because he felt he'd break under their expectations. He's not book smart, but he always did well in school because he tried extremely hard. He enjoys a lot of dangerous hobbies because it helps him let off steam and keeps him sane. War has definitely left scars.
Fleshing him out is up to you, as is choosing what he's doing now. You could have him living with Jac temporarily, or have him discharged altogether so he can start a new life while dealing with everything that's happened to him, and being there for Jac's transition as well. Kyle is only 25 years old, and he's been through a lot. Despite retaining his sense of nobility and general good nature, he's probably not going to be in a great mental state. It'll be a big adjustment back to civilian life. Serving gave him a purpose, and he's not sure what to do without it. On top of that, it kills him to leave his buddies behind. Jac and Kyle generally don't keep secrets from each other, but Kyle will probably find certain things difficult to talk about.
I imagine Kyle would identify as straight just because he doesn't want to deal with labels, but that he's dated both men and women in the past. Jac gets that he's bi or pansexual, but she doesn't pressure him to put a name to it. Kyle just likes people, but inwardly he doesn't want to disappoint his parents after seeing how badly they reacted to Jac. He still has to play peacemaker between his parents and Jac to this day.
tl;dr... pls someone adopt him, someone who enjoys delving into a character's psyche, because there's a lot to Kyle. I play two main verses with some great people, and I'd love to have Kyle in on everything that's been happening to Jac.
