Bud and Webb had a somewhat tenuous working relationship at the start, but came to respect each other over the years at JAG. In my personal head cannon, Webb helped Bud with his prosthetic leg after the incident with the land mind. He's also played Santa over the years for Bud's kids. It only involved a little breaking and entering. During JAG, Bud and Webb often provided comic relief for the show.
Webb's personal storyline involves most of the characters from the USA Show Covert Affairs and they're mostly NPCs except for the lead chararacter Annie Walker. In the big RP-CIA that encompasses all tv spies. For a detailed description of the verse see here. For a description of what came before the future-verse see here. The verse is set 13 years after JAG ended and he's currently getting married to Annie Walker, a fellow, and much younger than him CIA Agent. Basically, Webb just needs a friend.
