Updated Code for Tiered Tags

Updated code for Component and Flexible Squares versions of both Multi-Level and Bi-Level Tags sidebar box. The update fixes a bug which, in Flexible Squares layout, eliminated the entire sidebar when there were no tags to display in the box. In Component, this same bug did not prevent all sidebar components from displaying, only those that relied on the print_free_text function to display and were called after the Tags code within that function.
