I hope you realize that that is a scene in "Not Another Teen Movie" where the guy on the right is trying to slow clap, but does it at inappropriate times. It takes Melissa Joan Heart's character to show him the way.

I didn't just pull up a picture of her to make a stupid joke :P

At first, yes, I thought you were making a stupid joke. But now I remember it WAAAAS a scene from that movie. I think that was the only part I liked in that movie.
