I don't understand what "I can see Russia from my house" means... what does it mean? oO

There was a SNL with Tina Fey and Amy Poehler pretending to be Sarah Palin and Hillary Clinton and at one point they're talking about like foreign policy and Tina say 'I believe diplomacy should be the cornerstone of any foreign policy....and I can see Russia from my house!' because Sarah Palin is from Alaska....and i believe a reporter once said something along those lines.
