[x] translatable?: as long as you've got selective colouring ;]
[x] uses: selective colouring;
[x] difficulty: beginner to intermediate.

{STEP 1.}
Create your base and prepare it. I usually just screen and sharpen, but this time I didn't do anything with it. You should only screen it [with this colouring] if it is a very dark image like a screencap or something. If it's natural lighting, or not really that dark, don't bother.

{STEP 2.}
New adjustment layer >> selective colour.
Reds: -100, 29, 0, 0
Yellows: +11, 0, -100, 0
Cyans: 100, 0, -100, 0
Blues: 100, 0, -100, 0
Magentas: -100, 100, 0, 0
Whites: 100, -17, -29, -15
Neutrals: 41, -3, -13, -17

This enhances reds/magentas/cyans and blues, neutralizes yellows, purifies whites, and makes the neutrals bluer.

{STEP 3.}
New adjustment layer >> selective colour.
Reds: -100, 16, 22, -29
Yellows: -100, -100, -100, -100
Cyans:-100, 0, -100, 0
Whites: 3, 2, -21, -2
Neutrals: 22, -22, -18

This step boosts the colouring even more and makes it more vivid.

{STEP 4.}
Duplicate base; bring it to the top and set it to Soft Light.

Done! :]
Remember to play around with the settings -- not all pictures are the same.
