Step 1: Get your base image ready. It's good to have a base image with lots of red and blue in it that's somewhat bright/light. It doesn't matter if the reds and blues are dull, as long as you have them in there. Dark images or brownish images probably won't do well with this tut. All I did w/ this image was crop. It was already bright, so I didn't need any screen layers. If your image needs a screen layer or two, then do so.
Step 2: Ah, now for the fun stuff! Selective colouring.
|Reds| -100, +100, +100, -40
|Yellows| -100, +100, -100, -58
|Cyans| +100, -100, -100, +100
|Blues| +100, -100, -100, +100
|Magentas| +100, -100, +100, +100
|Neutrals| +50, +22, -1, -34
Step 3: New layer, fill it with #b0f6f4 (very light aqua blue), set it to colour burn.
Step 4: New adjustment layer -- hue/saturation.
|saturation| +22
|lightness| +17
Step 5: New adjustment layer -- colour balance.
|midtones| +41, +24, +21
|shadows| -100, +6, +36
Done!

You can also add a brush or other decoration at the end, like I did.
Make sure to mess around with the settings. Don't just use the ones I gave you, because not all images are the same, and the settings I gave you might be too light or too dark for your picture. >__>;;
