Teito hadn't been expecting to run into anyone when he'd turned his run into the park, much less someone completely unfamiliar. He didn't know everyone at Moksa personally, to be sure, but he at least knew them by sight. The boy standing in the park now was definitely new. Might as well say hello, Teito decided, heading for him. He'd probably need some questions answered anyway.
The foreign voice cut through his thoughts like a knife, his head snapping to the side so he could take in this stranger. Other than that he remained still, the distance between them putting him mildly at ease.
Besides, what kind of idiot shouted at his opponent before picking a fight? He seemed harmless enough for now.
"No more than it's Sixth District," Teito agreed, jogging to a stop in front of the other brunette. He gave the boy a quick once over, assessing. Trained fighter, probably favored speed. Some combat experience, but... not too much. Not when he was that jumpy. Possible sparring partner? Maybe. "Welcome to Moksa - I'm guessing you're a new arrival?"
He was sizing him up. Sasuke had seen that look plenty of times before, the brief flitting of a gaze from one part of the body to the next. Was he wrong to write him off so quickly?
"Why the hell am I here?" he asked smoothly, gaze condescending as usual. "And who are you?
"Teito Klein," the apprentice bishop introduced himself, then gestured to the little pink dragon on his shoulder. "And this is Mikage. ("Pya!"Burupya greeted cheerfully.) But I can't really tell you why you're here - I haven't quite figured that part out yet, myself. The letter says that we're here to learn, but..." Teito shrugged.
"The letter?" This was met with a quirked eyebrow and an almost perturbed frown. He had had no reason to assume that anything was out of place on his person and therefore had yet to discover the letter nestled neatly with his scrolls and smoke bombs in a secondary pouch.
Currently he was operating under the assumption that this was all some elaborate ruse designed to test him, not feeling particularly friendly as a result. Not that he ever was.
"... Your chakra is too powerful for you to be some nobody. I didn't want your name when I asked you who you were." The pink dragon earned another lingering glance.
"Apprentice bishop," Teito corrected. It wasn't all he was, but it was what he did, what he loved. That's what Sasuke had asked for, and Teito didn't much care how impressive he found it. "Want some help getting settled in, Sasuke-san?"
Clearly he wasn't getting his message across. Again Sasuke looked to the small pink creature, irritatingly distracted by it.
What was this, the land of small dragons?
"No. I have somewhere that I need to be. What is this place?" Surely there was a logical reason why his jutsu had failed, and discerning the nature of the area he was in might offer some sort of explanation and therefore a way to reverse what had happened.
(I apologize for the lack of variety in icons so far, by the way. XD)
"Moksa University. Sorry to tell you this, but where ever it is you need to be, you're not getting there for a while." Teito sighed. He knew the feeling. "Look, you should have a letter to explain all this somewhere. Have you gone through your things yet?"
He didn't respond at first, instead eyeing the other for a few moments before he wordlessly searched the only two carrying pouches that he kept on his person. Sure enough within seconds he was removing a thick piece of parchment, reading it quickly and only growing less and less pleased as he continued.
"Hey!"

"You expect me to believe anything you say?"

"Well... I guess not," he admitted slowly. "You have no real reason to trust me, I suppose."

Definitely not just a common civilian.

"I... Do you mean zaiphon? I've never heard of chakra."

"Tell me who you are, what you do." Zaiphon? What the hell was going on?

"My name is Uchiha Sasuke. Genin of Konohagakure no Sato."

"Burupya," Burupya added, wings ruffling.
