Some questioned why he had raised Tsuzuki to the position that he occupied: they dared not say it to his face, since they knew better than to question his decisions, but he could hear them thinking. This one? He's incompetent. He's lazy, he's useless.
But he had looked into Tsuzuki's soul, the darkness within that he had sealed and harnessed, the darkness which the shikigami could see and feared, something that if unchecked, could have harmed or even destroyed them. Power like this, the Ministry of Hades could not let it slip away. They needed Tsuzuki's power on their side.
