Two days ago one of my coworkers saw a police car knock over a motorcycle with a man and woman on it. Then the officers got out and started beating the man. From what my coworker said the man was Latino and not obviously aggravating the police. Maybe he had been running away?

We tried to urge him to call 311 and report the incident so maybe the civilian complaint review board might investigate. (I've heard that you can do that through this number even though it's not one of the services listed on the subway ads.) I volunteered to navigate the menus for him but he didn't want to instead he pulled up this video of a previous incident that had made it to the news. I wasn't comfortable calling myself since I hadn't seen the incident. My coworker is from China, on a working visa and doesn't want to get himself in trouble, but another coworker in the same situation urged him to report it and said that he would... even though he's from Pakistan.

What can you do about this kind of thing?
