Black Adam finds out that there are child sex tours operating near the borders of Kahndaq.
As to be expected, he delivers justice upon the "operators" and "the customers" Black Adam style.
He also find out the watchdogs he put in place to keep this from happening were bribed to turn the other way, and they are also punished.
As it turns out, none of these children are native to Kahndaq, but have been "imported" from countries like India, Thailand, China, ect.
Upon learning that the children were either sold or orphans (some both) , and feeling it would be immoral to send back to their countries where they will be homeless or just sold again, he makes them all citizens of Kahndaq and arranges for them to be put in Kahndaq's decently funded, well-run orphanages (being the leader he can cut through the red tape just like that)
The children have varrying feeling about this: some of them are just too happy to start life anew in Kahndaq, some want to go back to their families even though they were the ones that sold them, some want to go back to their native countries. Naturally, international media gets hold of this and a great big political mess: Rulers of the countries of the countries the children are demanding that he return them.
It becomes a hot issue: a great many media figures call him a bully, some critisize him for not acting sooner, many think he's a psycho for acting without due process.
Oh and it turns out that some the "customers" were high-profile Americans (including a senator), and accusation of him being an anti-american terroist follow.
And Kahndaq has it's own troubles concerning these abused children: some extreme groups are not happy these new non-Kahndaq natives are taking up space, and try to bomb the orphanages the international kids are in (they find themselves later missing limbs).
While the extreme "let's bomb ophanages groups" are a minority, there's is a general xenophobia about these children and the fact most of them just don't wanna assimilate to Kahndaq traditions (despite the fact that the children are a very small group).
Also some of the more upper-class Kahdaquians are adopting these children for their exoticness/to prove what great people they are, then get upset when they don't attomaticly adjust.
The children are put through another ringer when Black Adam visits to see how they're doing. It turns out they terrified of him (as I imagine these outside of Kahndaq might be, I certainly would be scared of him if he were real) , some to the point of wetting their pants (at this pount Black Adam runs his temples and wishes Al were still living in Khandaq)
And all of this would take place during 52, so Black Adam would totally gray at the end.
