"It's hard to say. Some moons did join the planets, as a point of fact, though they were in the minority. I think that what it came down to was that the moons were just more stubbornly independent, and more of them were willing to risk death over having to bow down to another Queen. That pride found a rationalization through arguing it was trickery. For the planets, who were quicker to follow Diana, it probably wasn't worth the risk of dying to be independent at a time when prophecies and curses were taken dead seriously. At the end of things, the planets were able to rationalize their cowardice by pointing to the the outcome and saying they had been right to follow her."
