More neighbour woes

It's still nice to be home but less nice to be on the receiving end of more grief from my nosy neighbours . They've sent me a letter explaining why they think I'm in breach of various laws on my roof repairs. I've sent a bland response back to explain that we're not and that the work has been duly certified by the buildings inspector . As usual, the real problem is that Mr Neighbour feels bored and unimportant in retirement .and is dealing with both by throwing his weight around .

For the sake of a quiet life,  The builders and I are answering his points and we've made some alterations to the work . I reckon that he's added about £1400 (20% ) to the cost of the job and it's also meant that I had to spend the first day of my honeymoon working solidly.  In the end I actually did 4 or more hours work on four days out of 15 which I'm a bit ashamed about  but the other three weren't his fault (or my poor client's) and Roger did have World Cup to watch.

I think I'm doing the right thing by dealing with everything in writing so that there's a record rather than having a meeting with him . I also want to avoid giving him the oxygen of attention . However, I'm really not sure whether I should just suck up his bad behaviour for the sake of a quiet life or try to deal with it.

I've noticed that he's nowhere near as rude to me as he is to the builders and nowhere near as rude to my husband as he is to me, so he's clearly capable of modifying his behaviour, but I'm not sure how to persuade him to do it.
