By Texas law, a parent is allowed to purchase an alcoholic beverage for his/her minor child at a restaurant, provided that parent remains at the table with the drink.  This means that if the parent gets up and does not take the beverage with him/her, the restaurant is instantly breaking the law.

You can tell what happened in the statehouse.  Someone proposed a bill permitting the above freedom, because of course parents should be able to allow their kids to do whatever the parents thinks they should, so long as they don't harm anyone else.  Texas legislators clearly thought this was a great idea, but a vocal minority insisted that there be limits on it, lest it be abused, so we need to make sure the parents stick around to watch their drinking minor kids.

This is what happens when you get two ideas that each fall under the heading of potentially good ideas but which should never be combined, like ammonia and bleach.
