Most of the evacuees were scattered across 47 states and were protected under FEMA regulations which basically said that the state and local governments weren't allowed to evict the evacuees, no matter how much of a burden they may have become to their new environments. After a few years they had become entrenched. They'd signed on to the welfare systems and continued to receive government handouts. There's really no reason for them to go home if no one was going to make them go.

The reality is that this is the best thing that could have happened to New Orleans and the surrounding parishes. Those condemned houses are being demolished and newer, nicer homes are being built in their place. Crime has significantly dropped in many of the same areas where gangs once ruled. Productive members of society are now flourishing in areas where they were once targeted by criminals. Should this trend continue, Louisiana may once again be a decent place to live. Of course that doesn't do anything for the areas that are now plagued by katrina's parasite dispersal.
