-Subsidies to shipping and delivery companies against the cost of diesel fuel in the form of per gallon vouchers to be redeemed against taxes on profits for spring and summer quarter 08. Offset the cost of vouchers by imposing a windfall tax on oil refineries.
-a fully refundable tax credit based on an average gas taxes spent by families who receive the EIC.
-a non refundable tax credit up to half the average gas tax spent by families making less than 60k a year and individuals making less than 40k per year, and refundable for people who purchased E85 or hybrid electric vehicles in 08.
