I was going to put up a results post about the poll earlier, but the power decided to cut out, again.
At £35/person/hour, the maths goes:
3 hours on 11th November + 1 hour on 21st November = 4 hours
There are 2 people in at the times of power cuts = 2 people
£35*4*2= £280

The utility bill for the last quarter is £212, of which £134 is for electricity. Therefore, the electricity company owe me £146. They are nice and have a prompt payment discount, which seems fair, so I can deduct £3 if the bill is paid within 14 days of receipt, and a bonus discount for not managing to cut both electricity and gas supplies, which they appear to give me. Again, this is about £3. Oh, and I'm nice, so I'll waive VAT.

So, that means the resulting payment is £83.40. Seems fair to me...

A possibly fairer calculation would be to see how much of the total time paid for was not supplied. In that case, there were 2328 hours in the billing period, of which 2324 were powered. That results in a total discount of 36 pence, assuming the payment remains the same across all hours, which isn't true. Saturday evenings generally have more devices turned on than times when we are both out, but I can't be bothered with working out a better ratio...
