Rainbow Town...?

A few months ago, I randomly remembered a video that we watched in school when I was in first grade. It was a kids' fantasy movie about a town whose color had been stolen... and there's a puppet that sings "Be Kind to your Webfooted Friends"... and a woman in striped leggings leads a couple of kids around the town. She ends up spraining her ankle or something, but somehow everything is resolved and the color comes back to the town. I'm tempted to say the movie is called something like "Rainbow Town" except that Google isn't being helpful at all on that one. For the sake of nostalgia, though, I'm curious to find out what the movie was. Did anyone else watch this crazy thing??
