Are you know when you are buying a motorcycle (old and dead) and want to make from it a good machine when you need to register a it? after purchase, or after completion of the project?

This is highly dependent on where you live, and on your exact situation. If you could add some more details and tell us just what you're trying to do, maybe someone could help.

Motor vehicle laws vary greatly by jurisdiction. I can only speak competently on maybe a half-dozen US states that I'm familiar with, but we have a wide range of experience here.

Are you buying a bike that is mostly complete, intact, and has good ownership paperwork, but requires major repairs or restoration work before it's roadworthy?

Are you buying a "barn find"--an antique bike that you're certain is not stolen, but that has not been used or registered in a long time and where the legal owner or the title cannot be found?

Are you buying a bike that was severely damaged in a collision and was declared a total loss by the insurance company and branded not roadworthy, and restoring it to roadworthy condition?

What would be the procedure if the bike were running? E.g. where I live (Massachusetts, USA), when I buy a used bike, the seller signs over the title to me. I take the title to my insurance agent to get insurance on the bike, then go to the RMV to get a license plate and registration certificate in my name for the bike. The RMV will mail the title to my house a few weeks later. The bike is now legal to operate on the road and I go back to the seller's house, put the license plate on it, and ride it away. If there was a license plate on it before, the seller keeps his plate and then returns that to the RMV to cancel the registration and the insurance coverage.

In USA in WA, I want buy for one hungred dollars old japanese motorcycle with a title, and make it. engine will remain old, it survive overhaul. I think, it will drive before repair.
I think about it some before time I find workplace.

Here's the WA State Dept. of Licensing's description of how the process is supposed to work. It looks like you'll have to transfer the title into your name and get license plates pretty much immediately. (In some states you would be allowed to postpone the paperwork until the bike was roadworthy, and still others might require a safety inspection before they'd take care of the title and registration paperwork at all.)

If you don't have off-street storage space, you should know that in most places it's illegal to leave an inoperable vehicle on the street. Vehicles that are obviously in disassembled or inoperable condition tend to arouse negative attention from the neighbors, sometimes even if the vehicle is parked outdoors on private property.
