"Once upon a time, there was a mermaid. She was one of the many daughters of the king of the sea, and one of the most beautiful. At the age of fifteen, as all young mer-women do, she swam to the surface of the ocean to view the world above, only to spot a cruise ship with a splendidly good-looking young man aboard. Immediately she was head over heels in love with him, despite not even knowing his name.

Not even a little while later, a storm brewed and lighting struck the ship. It was set ablaze, and seeing her love falling overboard, unconscious, she swam as fast as her little heart would let her. She managed to bring him to shore, only to have to leave shortly after so she wouldn't be discovered, for a young church girl had spotted him lying in the sand.

The Little Mermaid later questions her grandmother about whether or not humans can live forever if they do not drown. Her grandmother explains that humans have a shorter lifespan as opposed to merfolk's few hundred years, but that when mermaids die they turn to sea foam and cease to exist, while humans have an eternal soul that lives on in Heaven. The Little Mermaid, longing for the "prince" and an everlasting soul, eventually visits the Sea Witch, who sells her a potion that gives her legs, in exchange for her intoxicating voice.

The Sea Witch warns, however, that once she becomes human, she will never be able to return to the sea. Downing the potion will make her feel as if a sword is being passed through her, yet when she recovers she will have two beautiful legs. On the down side, it will constantly feel like she is walking on sharp swords, and her feet will be in excruciating pain. Also, she will only get a soul if she finds true love's kiss and if the prince loves her and marries her, for then a part of his soul will flow into her. Otherwise, at dawn on the first day after he marries another woman, the Little Mermaid will die brokenhearted and disintegrate into sea foam.

The Little Mermaid drinks the potion and meets the prince, who is attracted to her despite her lack of voice..."

Usually, this is the point of the story where the Witch stops interfering.

But wouldn't that be awfully boring?

Answer: yes. For her. And so, she decided to follow the Little Mermaid to the surface, just to see how the former sea princess is doing, or rather, to watch the poor thing's suffering. But to her massive disappointment, havene was coping quite well; having made friends with her 'prince', who was actually just the son of a wealthy businessman, and, over all, escaped the pain walking was supposed to be by sitting in a wheelchair. (Of course, 'coping well' is relative, and taking a look at the things from Annie's point of view definitely changes them, but we are looking into the mind of a sadistic Sea Witch right now, so this is legit).

As of now, she spends her time in the above world, alternatively messing with her new surroundings and making deals with humans and who-or whatever else may be around. How does that work? Well, everybody desires something, and she has the powers to fulfill these desires - to a high price.
By far not every word she speaks is true, but whereas she is prone to lying, she never breaks a promise she gave or disregards a contract she made. Finding loopholes, however, does not fall under this policy.
