She's been quiet since Zuko lost a fight to her. Her firethrowing makes her too dangerous to leave unchipped.

But we can't just kill her. We have to play nice- be better than her.

Because this place doesn't need more killings, it needs a government. It needs a system that can protect the people, and if that system's going to work, it has to be better than the people we're protecting the city from.

And that means listening to the people who whine about treating murderers nicely. Exhausting our options before we rely on a bullet to her brain. Even if that's faster, easier, and probably the only answer.
