After reading what you said, I do in fact agree with it! I actually hadn't considered "BUT WHAT ABOUT PEOPLE COMING INTO THE GAME..." when I spoke to them about this, so thank you, Rabid!
I just wanted to report that those actions you've mentioned have actually been taken in the past couple of days. Characters that haven't been active have been dropped and are open for anyone who wanted to app them. Also! I can only speak for Ant in this case since he's the only one who was part of any casts I was in at the time, but we have been in contact concerning things between Jade and Guy! Unfortunately, I can't speak for anyone else in the cast.
On the other hand, I can only talk about Kiwi since she's the one I interact most with current character roster wise, but all things considered, she's been making a conscious effort to do exactly what you said in terms of meeting at least half of activity with her characters, if not more! So there's no worries there!
BASICALLY I think with the current drops that were made and with the influx of helper mods, activity from our current mods should pick up pretty soon!
I really hope that helps out a bit!

As for hitting half-ratio, the only problem I can think of is in a sort of EDIT TO SELF is that it shouldn't be... the same half ratio group every month, because then it becomes character squatting? Like if I play Dopey, Sleepy, Grumpy, and Happy, and keep meeting that 2/4 every month with Dopey and Sleepy, something's gotta give!

I think that's a good idea! AGAIN THOUGH that's my opinion and I can't exactly talk for Kiwi, so I don't know if she's already doing that or not.
