It's a photosynthesis project for small children. Since a lot of them live in crowded cities, miles away from farms, it's just to show them how things grow. Also to prove that potatoes are roots.

They're being taught how the planet works. General earth sciences. Do I really need to write up a breakdown of the basic K-8 school curriculum, because that could take quite a while.

Where I come from, everyone isn't primed for a position in the world based on the station of their birth. Education in the way in which they determine what use they'll be to themselves and society, though money will always play a large part in it.

So whether or not it's a waste of time depends on the child.

For minors - children eighteen years and younger. It's actually required by law in most places.

Taxes and the government. Mostly the former.
