There's no known register for citizens, but I think the deities keep track of things even if it seems they couldn't care less.

Oh, d'you suppose so? That'd certainly spare me a world of trouble. Afraid I don't know my way around too well, just yet. Wasn't looking forward to a distant trip to wherever their office might be.

Their office isn't really that far, but it's bes to avoid it. You never know who or what you'll find there.

No physical tour, though I've received many a guide, and a number of extraordinary people were quite willing to tell me a thing or two.

Take Mr. Sylar, for instance, have you met him? Utterly helpful fellow. Took me under his wing the very night of my arrival.

I haven't had the pleasure of meeting him, no. I'm glad someone looked after you when you arrived. This place can be difficult.
