You know, I never did get an answer on the BF comm about whether or not an OC theme's main villains could get higher CSTs on the basis of 'the theme is designed to stack the deck (hurr hurr) in their favor because they cheat' rather than 'the player writes out what they have been doing in detail for the past two centuries'.)
