I really like Fooey and like everyone else I'm a big fan of Layla.

Sims are not a problem to package with non-base game hair and clothing. The game will simply substitute those for base game hair when installed. If the sims were made with EPs or SPs installed, they need to be imported into the game using Clean Installer, anyway, as the Maxis installer will say that they require EPs or SPs that are not installed if someone without the same game setup as you tries to install them.

Yes, they are no different to any other mesh and get included with both sims and houses. I've downloaded sims with hair and clothing from the Store and they were definitely included.
