All the creepy people, where do they all come from?

Why must the world be populated with creepy characters? Why don't people who are creepy seem to realize this? Or, do they realize it and just not care? I am sure that some people get a perverse thrill in causing discomfort in others, but some creeps seem oblivious to it.

Simply ponderous.

By the way, this is not really about any one specific creep. Although it was inspired by a creep at work creeping by my desk, causing me to shudder.
