I don't live there, but I know it from wandering around. From where we're at, I'd say it's about... generally north, with a little bit east. They're pretty easy to spot, so you'll know it when you see it.

Now that, I can't help you with on location. I don't frankly know where he hides out. You'll have better luck asking somebody who's been here longer than I have.

Although given his position of power, I'd say your best bet is to find some kind of city hall or head police precinct. Something big, fancy-looking, and screams "obviously compensating for something", likely in or near the center of the city.
