Awww, someone on the Tripadvisor.com Bogota forum responded to my query about changing money and taxi queue situation at the airport:

When you leave the luggage pick up area of the airport, you can find on the right hand side a place to change money.

Then you can leave the airport (look for the doors that have a lot of people waiting outside them) and walk immediately to the right hand side and around the corner to find the taxi booth.

Tell the worker there where you want to go (or show them on paper the name of your hotel). They will give you a receipt and put you in the next available taxi. You pay the amount on the receipt to the driver. This is the official taxi booth at the airport so you don't need to worry about getting ripped off.

It is really quick easy and painless.

If you have trouble finding the taxi booth just ask any airport employee. In spanish:

"Where can I get a taxi"

"Donde puedo coger un taxi"

(Don-day pway-doh co-hair un taxi)

Oh, and don't take any taxi offered to you by the crowd just outside the doors. Only use an offical airport taxi from the booth. It's a bit safer that way.
