confusing school update

I received this in email from N's school (part of a longer update):

No Name Calling Day - Wednesday, January 25th

The Commonwealth of Massachusetts, in the Bullying Bill passed by the legislature on 4/30/10, declares the fourth Wednesday in January of every year "No Name Calling Day" to increase public awareness of the devastating effects of verbal bullying, to encourage students to use positive dialogue and pledge not to use hurtful names on this designated day, to promote tolerance and respect for differences and to reaffirm the commitment of the citizens of the commonwealth to basic human rights and dignity.

OK, so, that's all well and good -- yes, namecalling bad! -- but does anyone else find it odd that there is one single day set aside for not calling people names? What happens the *rest* of the time, Commonwealth of Massachusetts?

I happen to know that at least in her class, there is a fair amount of ongoing dialog around namecalling, so it's not like this is the only day when kids aren't allowed to call each other 'stupidhead', but still -- it strikes me as odd.
