Reserving a parking space for moving day

I keep hearing that I need to reserve a parking space for my move the 30th. For the life of me, though, I can't figure out where in city hall I'm supposed to direct this request. Who is in charge of this? (I know lots of people just put chairs out and homemade signs, but my mover assured me that you have to call the city.)
