(Nothing to do with Planet of the Elves nor The Mexico Galaxy nor (necessarily) the part of the chronology in which France, Kramden, and Luxembourg colonize an Earth-like planet in the early 1990's; just an idea for some Spanish or French astronaut who goes into space and returns to Earth hundreds or thousands of years later to encounter the outrageous scenario of a population emulating their king's speech impediment.)
