On the maximum fine of RM20,000 and three years' jail for not carrying MyKad, [Home Affairs Ministry Datuk Seri Mohd Radzi Sheikh Ahmad] said this was to check on the high number of illegal immigrants.
“If everyone stops carrying their cards, then it is difficult for the authorities to check if they were Malaysians or illegal immigrants,” he said.
Radzi the move was harsh but “we have to be cruel to be kind”.
