Um, je doute qu'il ait des années d'expérience... Je me rappelle l'avoir vu dans mes cours il y a deux ans...

Voilà le texte qu'on avait à faire (à titre informatif ^^):
-----------------
General

• The lack of a consistent appointment process for the recruitment of directors to agencies, and its impact on corporate governance was noted by Alberta’s Auditor General in 2005 (Report on the Recruiting, Evaluating, and Training Processes for Boards of Directors in the Alberta Public Sector).

• Following the A.G.’s report, the government published a more detailed guide for staffing senior level positions in “significant” agencies (2006 Corporate Human Resources Directive, Recruitment to Agencies, Boards and Commissions).

• In response to continuing broad/board governance concerns including the quality of public sector appointments, in March 2007, the government created the Board Governance Review Task Force (lead by Neil McCrank) to examine and make recommendations on how to improve the transparency, accountability and governance of Alberta’s agencies, boards, commissions and Crown corporations. The mandate included developing an inventory of these agencies, consulting with stakeholders, and preparing a report for the Premier with recommendations for reform by October 2007.

• The Task Force managed to publish its report on schedule. Entitled “At a Crossroads”, it focused on a broad range of governance issues, including the need for a new principled-based process for appointments.

Highlights of Recommended Reforms

• Building on the success of other provinces (B.C., Ontario), the Board Governance Review Task Force (Task Force) recommended establishing an “Agency Governance Secretariat” to facilitate good governance, by providing ministries with on-going advice, information and support. The focus would be on facilitation rather than taking on responsibilities from Ministries. The Task Force also stressed the importance of locating the Agency Secretariat within the Executive Council (within the Premier’s Office) in order to emphasize the senior importance of its role.

Specific tasks of the Secretariat would include: supporting competence-based appointment processes that are open and transparent; supporting the establishment of a formal system to review the creation and dissolution of provincial agencies; maintaining the province’s Agency Inventory; providing advice on board orientation, education and development; developing standards and providing advice on agency planning, reporting and performance measurement; and regularly updating guidelines, tools and templates that are aimed at allowing agencies and the provincial government to fulfill their governance responsibilities
