There has been a lot of argument on this point, and I think I have to settle this dispute once and for all. When the character of Arceus was first leaked, many fans were confused by it because it seemingly assumed the role of God- the role that Mew seemed to have held in the three earlier generations. It is said that this mistake was never retconned and is the main source of all the confusion.
However, after having read a bit about both I have noticed that the only misunderstanding is amongst the fans themselves.
The game- which is the main canon- has only mentioned Mew being the ancestor of all Pokémon, while Arceus created the universe. It has never been claimed that it was Mew who created the universe, nor that Arceus created all the Pokémon (except for the Dragon and Lake trios, of course.)
