➥ Sweden is very hesitant about crossing a certain line with both Estonia and Finland. While she will have no qualms about hugging them and holding hands, and maybe kissing them chastly, everything beyond that has to be initiated by her lover. Once things are started, the hesitation is gone, but she is well aware of her status as their sovereign, and while she will do what she thinks is best for them or for the whole empire without asking, being intimate is a very personal thing, something that she can seperate 100% from their nature as nations. It's completely personal, plus it is something that is not necessary and will not affect anything else if it does not happen (except maybe leave her sexually frustrated, but she can deal with that). Never doing the first step when it comes to becoming intimate is probably her way of granting her lovers self-determination and some level of power over her in an area where it is important (because bodily autonomy is), but nothing else will be affected. ...not that she ever told either of them about it. What is communication, it sounds delicious.
➥ After Poland, she is probably the second person who dresses up Latvia. She also gives the girl advice on all kinds of things (even though it is doubtful that Latvia really realizes that it is "advice" through all the intimidation).

This is why she really likes every kind of fashion that includes braids or hats, though she would never admit that. No, her hair is naturally this smooth, why?
