Says so right in the article:
To get the big, bouffant hair seen here, Souleiman used Velcro rollers set all over the head except for the fringe. Spritz hair first with a voluminising setting lotion such, then wind hair over the top of the roller to achieve root lift and make the ends flick up. Dry the hair completely - a portable hood hairdryer does this best and can be attached to most hairdryer nozzles. Allow the hair to cool completely before removing the rollers, otherwise it will flop. For extra height, backcomb sections at the crown then work your fingers through the hair to loosen the curls. Finally, set the style with a strong-hold hairspray.
