I'm rather torn, so I will double vote. My first thought was also District 4 for you. It has nature and it's more free than let's say, district 12. I always imagined it as a more quiet district than most of them for some reason. Being near water, i imagine the weather would be warm but rather cool without cold winters that would cause the snow to be everywhere. While I think labour in this district would be a little more demanding than what you wish for, it still isn't as hard as in some other district. I did also consider district 11 but it's more strict than other districts which makes me think it wouldn't be too peaceful.

My second vote goes for District 1 which will leave you with a three way tie (I apologize) but after reading the reasoning above, I can definitely see it working for you. It's not as much around nature as the other district I gave you but it doesn't require hard labour, it fits your interests, it isn't as limited as other districts. I could basically just copy the comment above for this one since I can't explain it any better.
