I honestly kept on going back to District 1. I seem to recall that it was mentioned to be close to the capitol, and if that's true, it's more mountainous than sea-fearing, but I do think that could allow you to escape into the mountains with the same kind of peacefulness in mind. Anyway, I kept on going back to it because of the emphasis on wanting your own space and fashion/art. The Career districts seem more favored by the capitol than the others, and while 1 isn't as loved by it as 2 is, we can assume they give them more of their own space than they'd give 8 or 11... or even 4, since while a career district, it was one of the first to rebel for a reason. Fashion is the main emphasis of District 1, and I think what you said about being an artist fits it well in that regard, since they seem more likely to engage in artistic pursuits than the others.
I'm tempted to vote for a post-game 11, after they've won their freedom, but... I keep on thinking of it as part of the Midwest, which isn't the best place to be an artist, at least in the present day, and since it's still mostly farmland...
