I considered many characters. Gale, except he's more emotional. Haymitch, except he isn't as quiet and tends to be more... hmm, I can't imagine him with your sense of justice, even if everything he did was for the rebellion. I also considered Beetee, but it describes him as more nervous than confident, at least on camera, even if he seems confident when a million eyes aren't on him. Johanna seems much louder... I admittedly can see a bit of Katniss, but she's much more impulsive and not as rational.
You know, this is probably going to seem really random, but I want to say Finnick. He comes across as more extroverted, so he isn't a perfect fit either, but thinking about it... he certainly doesn't seem like Mr. Social to me, as he only has a small handful of friends and "one one person he loves." Besides, the image the capital presents of him... isn't him at all. He is pretty private and secretive, as there's a lot he's had to keep hidden. He has strong opinions, as he was aiding the rebellion for quite some time, but really only speaks them when he feels he has something to add instead of just going off the rails like Katniss or someone does. He comes across as very rational and intelligent in the arena and out (he comes to conclusions often before the others do, especially in book 3), but I the others did view him as a bit... intimidating at first, even if he tried to act otherwise. He's pretty cautious, stubborn, and passionate about the things he really cares about. He's helpful towards his friends, cunning, proud about certain things, realistic, and is a bit of a mischievous smartass at times. Considering how he manipulated his... situation to get information out of people, I think he can even be understandably a bit manipulative as well, for good reasons. He's not short-tempered and doesn't have a berserk button, but he did get a bit... testy to a degree during the first part of book 1 where he has to keep on playing with that rope to occupy himself. Really, all of your "this or that" responses fit him except the bit about having a temper... and I can definitely imagine him reacting in the same way to someone close being called for that, with the same realistic and logical reasons attached. Your response to the fugitive question really threw out Gale for me, who I was considering double voting for, as he would help them just to spite the capitol... He also is clearly willing to kill others in the arena, but there are a precious few he couldn't. While he does run towards the pile, he's... well, Career, he's strong and can take it, so I don't think that's necessarily a factor, as if he were weaker he'd probably have sense to run. The bit about proving people wrong also fits well for all the rebel tributes, as they spend the entire time helping each other and... trying to find a way to break the games entirely. He does form alliances, but... I can't really think of a character who doesn't anyway. Also, he wins with a combination of brains, determination, and strength, so that fits.
Although I'm really tempted to throw in a double vote for Haymitch, as he fits some of the parts Finnick doesn't (he doesn't play well with others - even if he also forms alliances- is even more of a smartass, etc...) but then he isn't very short-tempered either + what I said at the beginning. Beetee fits the introverted parts more, but he's even calmer than Finnick is (except when he's nervous)... Which is to say, I know it doesn't fit everything. None of them do entirely, but I think he fits your overall combination of traits well, especially when considering who he really is instead of who the capitol presents him as.
