Make the Noise Stop

3 days ago, the heating came on in our apartment. With it, a low level hum and vibration came too. We're above the boiler room, and this seems to be connected with the heating. It was annoying, but didn't really bother me. Today... today, I feel like I'm going to scream. I went down to buy some groceries, and my hearing didn't feel right. Like everything was slightly farther away. I know I'm not sleeping right with this, either. and I can feel it through the floor at every point in the apartment. Yesterday, I was thinking we'd get through this. Later on, I was thinking that having to move again next year would be a pain. Now, I'm wondering how the hell we can manage a move again when we haven't even really got this apartment in order. Short answer: I don't see how it's possible. But we have to. We have to. I can't take this. I feel like my whole head is throbbing, all of the time.
The only other thought I'm having is that I wonder if this is breaking noise laws. I can imagine it might be, and if the low level vibrations are enough to actually do hearing damage (and I am seriously wondering if they are) then that's obviously a major issue too. But how do you find this out? I have no idea where to start looking, or how much getting the noise levels tested would cost.
