The acting is cheesy as hell, and the props and costuming are hardly superior but this was pretty iconic in my childhood even if I had no one to share it with except my brother. :) I remember, family in the Us even sent us the VHS-based games with the controllers that looked like planes. We still have them, actually.
Its something of a running joke that this is pretty much why I developed a "thing" for men in uniform with a desire to save humanity, and storylines set in post-apocalyptic earth where survivors of whatever war band together and set up shop in underground bunkers so they can win back the world. Silly as heck, but I guess when you're about 5 years old wandering Harrison Plaza's SM Toy Section on the top floor, and you get approached by "Captain Power" just as you pick up his action figure, you're bound to be star-struck to some degree.
