Let's try this tutorial thing, shall we?
Going from
to
(Jim and Pam from The Office 3x01- Gay Witch Hunt)
Made in GIMP, but can be used anywhere
1. Crop, sharpen, and all that jazz
2. Duplicate and set to screen. No, I am not crazy- I realize this picture is ridiculously dark. I usually just wait until the end to fix it up
3. Take a colour such as 0b2144 and make a new layer- set it to exclusion at 80% (or, if you're in GIMP, difference at 80% and then screen at 80%)
4. Take a light blue such as 87c0e7 and make a new layer- set it to softlight at 100%
5. Copy all the visible layers (just edit->copy visible in GIMP) and paste it as a new layer. Set to burn at 100%
6. Go back and delete that softlight layer
7. Now, go back and start duplicating that screen layer. Since my picture is so freaking dark, it needed 12
