this is what i saw in somaisgoo's LJ:
５％未満　　　　　　＝打ち切り候補 (will possibly be discontinued)
５％～１０％未満　＝コケた (doomed)
１０％～１２％未満＝低調 (low)
１２％～１５％未満＝普通 (normal)
１５％～２０％未満＝人気 (popular)

so it means... even though Kame got 13% in Kanto... he got 18% in Kansai~
so yay!!!

these ratings do vary for every timeslot right? i mean for some even though it's below 15 sometimes people say it's still high for that particular timeslot.
