The nice thing about having errands to run is it gives Regulus a legit excuse to get out of the house and away from his mother for a while. (And away from Kreacher; his mother tried to stick him with the house elf, but why do that when he can have anything he can't carry shipped home?)
At the moment, though, he's taking a break. He's been at this for a while, and the day calls for ice cream.

Anne mightn't have the most points in Sneaky, but when Regulus is engrossed in ice cream, well, she has a good chance to walk up behind him. She had been doing some shopping for Quidditch supplies, because someone keeps stealing her socks.

Reaching out, she carefully puts a hand on his shoulder.

He doesn't jump - the House of Black is not so crass as to do that in public - but Anne knows him well enough to know she's startled him. It's all there on his face if one knows what they're looking for.
But then he sees it's her, and smiles. "Oh. Hello."

"Oh, sure. I... want the lavender with rose petals." It's her favourite and she doesn't get it enough. She has a cloak on, with the hood over her head. "I'm trying to hide at the moment because the team roster just got announced, and everyone is mobbing me."

He puts in the order (it's a variation on the memo spell the Ministry uses, so he doesn't have to get up).
"Well, everyone knows I don't pay any attention to Quidditch, so you should be safe enough here."

At the very least, she should be all right on that front. And if enough people bother them, he knows a few charms to make them go away.
